- Over the last several years, the
TRIO community has wrestled with
tight budget caps and Congressional
gridlock to achieve muchneeded
resources to support the
educational advancement of firstgeneration,
low-income students
and students with disabilities.
With the reauthorization of the
Higher Education Act of 1965
looming, we must add consideration
of this legislation to our annual
appropriations fight. Come to this
plenary session to hear from COE
President Maureen Hoyler about
how we can best arm ourselves to
continue to fight for our students
and programs in the months ahead.

- College access and attainment can
reach its highest level of impact if
the skills students learn are valued
by and aligned with the needs of
the marketplace and society. By
engaging regional businesses in a
robust process of collaboration,
college access programs can ensure
that students earn the certificates
and degrees they need to be successful. This session 1) examines
the differences in leadership styles
between businesses and education,
highlighting the importance of both
styles and their uses; 2) presents
seamless education pathway models
that are attractive to and engage
business leaders; 3) demonstrates
a process for building coalitions
composed of stakeholders from
business, education, and community,
and 4) provides examples of
the roles business leaders can
play throughout the process.

- The National Evaluation of Upward
Bound was a random assignment
study, conducted under contract to
the U.S. Department of Education
by Mathematica Policy Research.
The study followed approximately
3,000 Upward Bound applicants in
67 projects for 6 to 10 years after
expected high school graduation.
The presenters argue that flawed
contractor reports have had a large,
confusing, and negative influence
on policy development with regard
to college access programs for
over a decade. In this session, the
original and final ED-Technical
Monitors present the findings from
a Quality Review of the study that
they managed while at ED. The
review identified major flaws in the
sample design and randomization
process that introduced an
uncontrolled bias in favor of the
control group on academic risk
factors that was serious enough to
impact the conclusions from the
study. Results from a re-analysis
of the data correcting statistical
mistakes showing strong significant
positive impacts for UB, and a new
cost-benefit analysis are presented.
The session reflects on lessons
learned and how 21st-century
evaluation methods can protect
against such mistakes in the future.

- Too often the discussion of college
costs is framed almost entirely in
the context of the burden facing
middle- and upper-income families.
The impact of increasing college
costs on students from low- and
moderate-income families is
different. As the percentage of
young people from low-income
families increases, the importance of
expanding public understanding also
grows. Learn the basic terms in the
college cost discussion, the factors
that impact whether low-income
students receive maximum value
from their investment in education,
and how to convey to policymakers
at your institution and state the
actual needs of your students.

interact with a number of academic
departments on campus to assure
participants receive effective
academic support. Learn how SSS
and McNair programs cultivate
these relationships with faculty and
the benefits these partnerships
are generating. Examine whether
making a greater investment
in developing strong faculty
partnerships might yield benefits
on your campus including faculty
mentors for students, better
advising and sequencing of courses
for students, greater representation
on campus committees, and
the identification of a range
of additional opportunities for
students with whom you work.
