  • The National Evaluation of Upward Bound was a random assignment study, conducted under contract to the U.S. Department of Education by Mathematica Policy Research. The study followed approximately 3,000 Upward Bound applicants in 67 projects for 6 to 10 years after expected high school graduation. The presenters argue that flawed contractor reports have had a large, confusing, and negative influence on policy development with regard to college access programs for over a decade. In this session, the original and final ED-Technical Monitors present the findings from a Quality Review of the study that they managed while at ED. The review identified major flaws in the sample design and randomization process that introduced an uncontrolled bias in favor of the control group on academic risk factors that was serious enough to impact the conclusions from the study. Results from a re-analysis of the data correcting statistical mistakes showing strong significant positive impacts for UB, and a new cost-benefit analysis are presented. The session reflects on lessons learned and how 21st-century evaluation methods can protect against such mistakes in the future.
