- The impact of attention-deficit/hyperactivity disorder, a recognized
neurodevelopmental disability, on the corrections and
criminal justice systems is just starting to be understood. The presenters
will provide information based on the best current scientific
information about ADHD and individuals with this challenge
and open the discussion to approaches to inmates and staff with
ADHD in juvenile and adult corrections settings.

- Preparation of inmates for community reentry is essential to corrections
nationally. Many reentry initiatives have been implemented
in Massachusetts to address the compelling needs of inmates
as they return to the community. A pilot program to ensure
that inmates are registered for Medicaid benefits (MassHealth
in Massachusetts) at the time of their discharge has resulted in
significant enrollment for insurance benefits and medical services,
a positive outcome for individuals who were mostly uninsured
before incarceration.

- Health care of the juvenile detainee must be approached from
several levels and may involve several entities. To understand the
approach to health care of the juvenile detainee at the Cook
County Juvenile Temporary Detention Center, the speaker will
present a historical review and a look at the evolution of health
care at the CCJTDC. Case presentations from both mental health
and medical perspectives will be reviewed to illustrate management
of prevalent health care issues at the CCJTDC.

- An appreciation of the complex interplay between traditional risk
factors for CVD and HIV infection has emerged recently. Several
ongoing studies are examining various aspects of the relationship
between HIV infection, traditional cardiovascular risk factors, ART,
and short- and longer-term cardiovascular risk. The results of studies
summarized in this presentation highlight issues that remain
unresolved by current data and that are the focus of future investigations.

- Having experienced a suicide rate above the national average for a
two-year period, UConn - Correctional Managed Health Care and
the Connecticut DOC jointly embarked on a suicide prevention
performance improvement process. The presentation will review
the framework for the Six Sigma method and DMAIC (define,
measure, analyze, improve, control) methodology for performance
improvement as applied to suicide prevention in jails and prisons.
Attendees will learn to develop a failure modes and effects analysis
to assess potential failure points in their systems.

- Tired of having medical train wrecks forced on you by the arresting
agencies? Annoyed that your budget gets ruined mopping
up preexisting problems? We were too and we did something
about it. This talk will comprehensively review a preincarceration
diversion program implemented six years ago to address these
problems in a practical and defensible manner. We will discuss the
development of our screening techniques that have been refined
using 250,000 patient encounters as data. We will also focus on
how to develop effective policies and procedures as well as methods
to work with arresting agencies to help them understand the
importance of appropriate front-porch triage in reducing liability
and expenditures for all agencies.

- Is your facility ready to handle a case of excited delirium syndrome
in a way that will meet medical and legal scrutiny? Using case presentations,
video and lecture, this talk will review the physiological
basis for this syndrome along with the current medical evidence
around the use of tasers, positional asphyxia, restraints techniques
and pepper spray in correctional environments. This talk will teach
how to identify excited delirium accurately, develop sound institutional
policies and practices that meet national standards, and
establish an effective team response to this medical emergency
that masquerades as a custody conflict.
