Elizabeth C. Paris

Elizabeth C. Paris Biography Joined the U.S. Senate Finance Committee as Tax Counsel in 2000. Primary responsibilities have been estate and gift, energy, agriculture, partnership, and conservation tax issues. Prior to joining the U.S. Senate Finance Committee, she was a tax partner with the law firm of Reinhart, Boerner, Van Deuren, Norris & Rieselbach in its Denver office and was a senior associate with McKenna & Cuneo before joining Reinhart as a partner. Before moving from Oklahoma she was a partner in the estate planning firm of Brumley Bishop & Paris, and an adjunct professor at the University of Tulsa College of Law. Elizabeth is Tax Counsel for the United States Senate Finance Committee. She is with the Republican Staff and her areas of jurisdiction include estate and gift, energy, agriculture, partnership, and conservation issues. Prior to joining the U.S. Senate Finance Committee, she was a tax partner with the firm of Reinhart, Boerner, Van Deuren, Norris & Rieselbach, in its Denver office. She is an active member of the American Bar Association and has previously served as vice-chair to both the Agriculture Committee and the Entity Selection Committee. Before leaving Denver for appointment to the Tax Counsel position, she was also active in the Colorado Bar Association, she sat on the Tax Council executive committee and previously served as the editor for both the “Trust and Estate Notes”, and the “Tax Section Newsletter”. Elizabeth’s professional publications, in addition to the ABA, include multiple chapters for Matthew Bender on tax, eminent domain, conservation easements and farm and ranch estate planning. For over a decade, she has been a frequent speaker, including national presentations to the American Bar Association and many state bar and tax sections and university tax institutes. In addition she was named “Distinguished Alumni” by the University of Tulsa College of Law and appears in the “Almanac of the Unelected” - key staff of the U.S. Congress. She was previously an adjunct professor at the University of Tulsa College of Law, and is currently scheduled as an adjunct professor at Georgetown University Law LL.M Tax program. She received her undergraduate and law degrees from the University of Tulsa and her LL.M. in Taxation from the University of Denver, and is also a member of the Oklahoma Bar Association. As Tax Counsel for the United States Senate Finance Committee, she served as lead tax counsel on the estate, gift, and generation-skipping transfer tax reform provisions of the Economic Growth and Tax Relief Reconciliation Act of 2001 (signed into law May 2001); The Victims of Terrorism Tax Relief Act of 2001 (signed into law January 2002); The Energy Tax Incentives Act of 2002; The Small Business and Farm Recovery Act of 2002; The Energy Tax Incentives Act of 2003; The Energy Policy Act of 2003; Volumetric Ethanol Excise Tax Credit Act of 2003; the Highway Reauthorization and Excise Tax Simplification Act of 2004; Energy Tax Incentives Act of 2005 (signed into law August 2005); and the Safe, Accountable, Flexible, Efficient, Transportation Equity Act: A Legacy for Users (“SAFETEA-LU”) (signed into law August 2005). She also served on the tax counsel team on the Jobs and Growth Tax Relief Reconciliation Act of 2003 (signed into law June 2003); CARE Act of 2003; Jumpstart our Business Strength Act of 2004; Working Families Tax Relief Act of 2004 (signed into law October 2004); the American Jobs Creation Act of 2004 (signed into law October 2004); the Katrina Emergency Tax Relief Act of 2005 (signed into law September 2005); the Tax Relief Act of 2005; Gulf Opportunity Zone Act of 2005 (signed into law December 2005); the Tax Increase Prevention and Reconciliation Act of 2005 (signed into law May 2006) and the Tax Relief And Health Care Act Of 2006 (signed into law December 2006).
